I saw this on the door at the Gerald Champion hospital in Alamogordo. Does this apply to concealed carry?

Yes, unfortunately, a sign like that does apply to concealed carry. In NM a private property owner (and the hospital is a private entity) has the right to refuse to allow concealed carry on their property (10.8.2.16.E NMAC).
