View Full Version : Illinois sheriffs back concealed carry of guns, with limits

BELLEVILLE -- Support for allowing concealed carry of firearms in Illinois — one of just two states that still outlaw it — is coming from what seems like an unlikely direction: the Illinois Sheriffs' Association.

The group, for the first time in its history, is taking a qualified stand in favor of the controversial practice.

State Rep. John Bradley, D-Marion, proposed a bill, HB245, last week that would allow residents to obtain concealed firearm permits. It would require background checks and training in handgun use, safety and marksmanship. Similar bills have been introduced in the past, and died with little support.

"I believe to be successful the key to concealed carry is training," said St. Clair County Sheriff Mearl Justus, voicing his support Wednesday. "If we allow concealed carry, we must make sure only the right people have the guns. This is best done by requiring training, proper identification, and a thorough background check — including a mental evaluation.

"If this is done, our citizens will have the right to concealed carry, but those who can't pass a background check or cannot successfully complete a training program will not be legally able to obtain a permit."

Gun control groups warn of the dangers of putting more weapons into circulation, and say few people will ever use firearms to defend themselves — and normally don't use the same level of consideration as law enforcement regardless of training.

Missouri authorized concealed carry in 2003. Wisconsin is the state besides Illinois that forbids it. "I've got mixed emotions about it," said Robert Hertz, the Madison County sheriff. "Some time ago I was dead against these laws, but I've moderated my view."

Hertz said he supported the association's position. A resolution of the organization, which represents the state's 102 sheriffs, says 90 percent support concealed carry if adequate training and safeguards are included.

"Good people should have more of an opportunity to defend themselves," Hertz said. "I support this only with restrictions."

Who are the right people? Those without the inate human right to defend themselves? Hmm, all of you people that this applies to stand up... Um, nobodies standing.. come on it's ok stand up I promise no one is gonna beat/rob/rape/molest/kill/injure you....

What exactly do you do in this state for protection then? How do you bear arms? Carry a bow around? or a spear? I bet those are illegal too.

I think that sums it up. My question is - qualifiers for the BG check. I believe in training and not just about how to use a gun. Every individual carrying concealed today should at a minimum be exposed to what their state considers justifiable use of a deadly weapon.

While the below was pointed out in the original post –

The above only accounts for the use of a firearm where the trigger is pulled. Seems like they never discuss the over 2 million times a year where once the Bad Guy sees a gun they move on to the next victim in a hurry.

and if you pulled it out why didn't you fire? he obviosly had bad intentions if you pulled it out. and if he had bad intentions toward you then he is merely going to look for an easier mark later if you let him go. IMHO an attempt is the same as doing it.

BTW anytime i say "you" i mean everyone collectivley.

Before you fight

Fighting for your safety may be necessary. However, if you start out fighting you cancel any other options that might be open to you. Since many attacks on women are not sexually motivated, and are designed to degrade and humiliate, talking your way out of it may be easier.

There is documentation of assailants that left a would-be-victim alone after she told him that she was pregnant and it would kill her baby. (Some case were women that were too old to even have a baby.)
Telling an attacker that you have VD or AIDS can discourage him.
It may sound disgusting, but putting your fingers into you throat and making yourself vomit usually gets results. (This method is not often used except as a last resort.)
Use your imagination and you can think of others.

The above methods are particularly important if your assailant has a gun or knife, or there is more than one attacker. (Fighting would probably be futile.)

If you must fight

Guns stolen from residences are a primary way of getting guns into the hands of criminals.
Be aware of those times and places where there is a potential for attack and be prepared to defend yourself.
parking lots
walking at night
waiting for a bus
elevators
other you will learn to recognize

Articles common to your handbag that make useful defense weapons.

nail file
rat tail comb
teasing brush
pens and pencils
keys
anything rigid

Concentrate on these areas only when combating an assailant.

groin
eyes
ears
nose
throat

You should not swing at an assailant. Roundhouse or overhand blows are easy to deflect or evade. Your movements should be made with all your strength, and should be straight jabs. Remember that screaming may be just as important to your defense as any weapon.
