I heard on a podcast that New Mexico will not allow anyone to use a Florida or Utah non resident CCW. Now if that happens I'm in deep DOO DOO so I'm thinking who do I contact about getting New Mexico to allow non Citizens to get a NM CCW by Non Citizen I mean a permanent Resident so If anyone knows who to contact Please let me know. Now before anyone says to get you Citizenship I'm looking into it

thats interesting. you would think that something like that wouldn't depend on citizenship.

Have you researched to see if the podcast was correct? It seem a little far fetched and I haven't heard a thing about it.

B. The applicant shall submit to the department:

(3) two full sets of fingerprints;
(4) a certified copy of a certificate of completion for a firearms training course approved by the
department;
(5) two color photographs of the applicant;
(6) a certified copy of a birth certificate** or proof of United States citizenship, if the applicant was
not born in the United States; and
(7) proof of residency in New Mexico.
C. A law enforcement agency may fingerprint an applicant and may charge a reasonable fee.

From what I read you don't have to be a US citizen but have proof of residency.

how do you not read that it says you have to be either born here or a citizen to get a NM CCW? residency is in addition to being a citizen..

my wife's a permanent resident but not a citizen.. we have a long long way to go for citizenship. we are working on her requirements for a Fla CCW atm.

hmm, I guess it's how you read the statement and I guess maybe I mis-read it. It seems they could have made that clearer.

Hmmm. That PDF appears to still be stuck to the original act of 2003 as opposed to the amendments in 2005. It disagrees with the Concealed Carry Application and rules pamphlet that can be obtained by request from the same license agency address. Quoting from the application instructions in the pamphlet, which also contains the application and release forms, here is what is needed:

(1) 2-page application (included in pamphlet - must be filled out.)

(2) $100.00 fee

(3) photocopy of New Mexico Driver's License or Identification card.

(4) Original birth certificate and SASE if you wish it returned to you.
Photocopies not allowed.

(5) Certificate of completion of firearms training

(6) Two authorization release forms (One for medical records, the other is for background check. One must be notarized, the other only witnessed.)
Both blank forms included in pamphlet.

(7) Two fingerprint cards. These can be obtained at Alamo DPS for a fee of $4.75


You will be notified by the Concealed Carry Unit if you need to submit photos. Normally you will not if your New Mexico Drivers License was e-filed recently (meaning that your photo is on file and can be used for the concealed carry license as well.)

The way this is written means that if you meet residency requirements for New Mexico, six months plus New Mexico Drivers License, and therefore required to file New Mexico Income Tax (military exempt if filing in another state), then you qualify for Concealed Carry.

the birth certificate requirement. wouldn't they turn your application down if it wasn't a US one? according to the previous post with the statute?

Yeah I think that you need a US birth certificate or other proof of citizenship such as a US passport.
